None of these ships are being cleaned - they are practicing for nuclear warfare. A dome of water, or a cascade if you wish, is sent up over the carrier, so when nuclear fallout hits it, the heavy particles are flushed away before they can land somewhere and contaminate the ship. All carriers do it; many other warships as well.
